Kudos to AKO BICOL partylist representatives Rodel Batocabe, Alfredo Garbin Jr., and Christopher Co for filing House Bill 4291 or the proposed Work-at-Home Act of 2016.


The bill seeks to mandate government agencies and private companies to adopt policies that will allow employees to work from home at least once a week.

The lawmakers simply expressed what’s been simmering in the minds of many of Metro Manila residents: a work from home set up will not only decongest traffic but it will also help employers save on utility costs.

Imagine if the estimated 4.7 million workers in Metro Manila worked at home at least once a week?

Speaking to Manila Bulletin, Rep. Batocabe said, “If we allow at least 10 percent of these workers to have at least one day of the week spent working at home, it would help lessen traffic congestion by reducing the number of commuting and driving public one certain days of the week.”

Except for companies with less than 20 employees and jobs that according to the Secretary of Labor and Employment cannot be done at home, HB 4291 mandates all government and non-government offices to adopt a work-from-home program.
